Star Wars: The Old Republic has never shipped a macro editor — BioWare removed the feature before launch and has kept it out ever since. What it does have is a large slash-command set, per-discipline quickbars, and a target-of-target system, so SWTOR macros are chat shortcuts, group call-outs and targeting commands rather than ability chains.
Commands are typed into chat. Anything you use often can be saved as a custom chat channel tab, a social bar entry or a keybind through Preferences → Key Bindings. Abilities themselves can only be triggered by their own bind.
